Tygart Valley Release Routes

Tygart Valley is the main regional jail serving Preston cases. The Preston County Sheriff's Office may arrest a person and create an arrest report, but WVDCR operates the jail and controls the facility movement record. A short county case can end in release to the community after bond, dismissal, a time-served sentence, expiration of a term, or another valid authority. A felony commitment can instead move the person from the regional-jail side into a WVDCR prison. A detainer can send the person to another county, a federal authority, or immigration custody.

Ask what event ended Tygart Valley custody. Then ask for the destination. A court order may authorize release, yet another hold can prevent community departure. Likewise, a name leaving the jail search may reflect an internal WVDCR transfer. The useful evidence is a facility transaction that identifies physical departure, reason, and receiving agency, paired with the order or other authority behind it. Start at the official WVDCR Offender Search hub. Choose the jail search for current regional-jail custody. Search the exact name and compare any available identity, facility, case, and WVDCR identifier details. A current Tygart Valley match supports present custody in the regional-jail system. No result does not prove a release.

Daily Incarcerations is an admissions and current-incarceration product, not a release list. Preston also has no verified official rolling 24-hour or 72-hour release feed. For a recent event, ask whether the person left for the community or was transferred. That one distinction prevents a common error.

Request Tygart Valley Release Records

A focused West Virginia FOIA request should go to the custodian that created or maintains the record. For this facility, that means TVRJCF or WVDCR, not the Preston sheriff. Identify the person by full name, date of birth, WVDCR OID or booking number if known, the Preston case connection, and a narrow admission date range.

Ask for the admission timestamp, legal release-authority timestamp, physical departure timestamp, release code and plain-language reason, court case or authorizing agency, destination, receiving facility or agency, detainer disposition, and the booking photograph tied to that admission. If the person entered state prison, also request the time sheet or minimum-discharge statement and any discharge certificate that applies. Request existing electronic records and segregable nonexempt portions. West Virginia Code §29B-1-3 requires a response as soon as practicable and no later than five days excluding weekends and legal holidays, but that is a response deadline rather than a promise of full production in five calendar days.

Keep the legal authorization and physical departure fields separate. A judge may sign an order before Tygart Valley receives it, checks other warrants or detainers, completes property processing, and records the movement. Ask whether the destination field says community, WVDCR prison, another county, USMS, or ICE. If the custodian withholds part of the offender file, request the release transaction as a segregable portion and ask for the specific exemption applied. Preserve the original request, delivery proof, response, and any explanation of a release code. Those documents show which office held the record and prevent a later phone summary from replacing the formal facility event.

It does not publish a release counter, records-office hours, pickup door, or set gate-out schedule. Call first for current routing and ask who accepts release-record requests.

Facility staff may limit what can be given by phone for identity or safety reasons. A caller may be directed to the public search or records custodian. No standard release-record fee was verified. Under state FOIA, allowed reproduction charges must reflect actual reproduction costs rather than search or staff time charged as reproduction.

Why Tygart Valley Serves Preston

Tygart Valley opened in June 2005. WVDCR identifies it as serving seven counties: Preston, Barbour, Pocahontas, Randolph, Taylor, Tucker, and Upshur. The regional model explains why a person arrested in Preston may be held in Randolph County and why the Preston sheriff website lacks the local jail roster or release tools common in counties that run their own adult jail.

The facility is about seven miles west of Elkins. Its official page lists both jail and correctional functions. That mixed role also makes it vital to distinguish a regional-jail detainee from a state-sentenced person. A Preston charge does not make the building a Preston County jail, and a disappearance from the jail side can be a WVDCR transfer rather than release. Use the system label, facility, and event fields instead of relying on county name alone.

This regional history also explains why the arresting office, court, and jail can sit in different counties or systems. The Preston sheriff may document delivery, a Preston court may authorize bond or sentence, and Tygart Valley may record the actual departure in Randolph County. None of those records should be made to answer the others' question. Match the person by date of birth, OID or booking number, case number, and facility rather than by name alone. A place-name search can also confuse Tygart Valley with the federal Hazelton complex inside Preston, even though those BOP institutions do not hold ordinary Preston regional-jail detainees.

Tygart Valley Release Pickup

No official bus arrangement, release transportation program, public waiting area, exit point, or gate schedule was found. The rural location makes an unconfirmed trip risky. Families planning pickup should verify the physical release site and current timing with facility staff before leaving Preston County. A court order or VINE event can appear before every operational step is complete.

A historical West Virginia transportation directory identifies public transportation within Preston communities, but it does not establish a route from this Randolph County jail. It should not be treated as a release ride. The WVDCR Tygart Valley Resource Guide can point toward purpose-neutral services, document help, and other contacts, but each listing and its eligibility rules must be checked for current availability.

No official property-return procedure was located either. Ask the facility what identification or pickup steps apply to the actual person and event rather than importing a rule from another jail. The Resource Guide is useful for navigation, but a listed organization may change its service area, intake process, or availability. Confirm every contact before relying on it for a same-day release plan.

Tygart Valley Orders and Transfers

Preston magistrate records often show the first charge and bond chronology. Circuit records carry felony pleas, sentencing, later modifications, probation orders, and expungement. A signed order can explain why staff gained authority to release or transfer someone, but it is not a gate log. Processing can include checking warrants or detainers, returning property, and updating WVDCR systems.

Use careful terms. “Release authorized” is accurate when only an order has been obtained. “Custody changed” fits a VINE event without a clear destination. “Transferred” fits movement to WVDCR prison, another jail, BOP, USMS, or ICE. Reserve “released to the community” for a facility record that supports that outcome. If a federal or immigration agency received the person, follow that agency's locator or record route. Ending Tygart Valley custody does not necessarily end all custody.

VINE can help identify a reported change, but it is not a certified discharge record. WVDCR says no notification call is made while an offender is being moved and that the call follows arrival at the new facility. That delay matters when a Tygart Valley name disappears during a transfer. Parole adds another local sequence: the Parole Board FAQ says a person granted parole from a regional jail first transfers for WVDCR intake and fingerprinting, with about seven to ten days anticipated before actual release. A grant, a transfer event, and community gate-out may therefore have different dates. Confirm the final departure through WVDCR or VINE, then verify any supervision through the assigned Parole Services office.
