A court entry without the WVDCR event supports “release authorized,” not “released.” A VINE status change supports what the reporting agency supplied to VINE. Match the sources without stretching either beyond its field.
Preston Releases Versus Current Custody
A live WVDCR jail match points to present regional-jail custody. It is not a released-inmate archive. If that match disappears, search the prison side before calling the event a release. A felony commitment can shift the person from Tygart Valley's jail record to another WVDCR placement. Movement within WVDCR is not community release.

For a federal or immigration receiver, leave the state system and follow the correct locator. A WVDCR record that says release to ICE or USMS describes custody succession. It does not mean the person went home.
